Late Presiding Bishop Samuel J. Grimes was the second and longest serving Presiding Bishop in Pentecostal Assemblies of the World history. He also served as longtime editor of The Christian Outlook.

Bishop Grimes was the longtime chairman of the old Eastern District. He established many of the P.A.W. churches and 13 councils from Maine to Florida, along the east coast. At the time of his 1967 passing, he was still the Diocesan of New York, of Virginia, and of Massachusetts.

Under Grimes' administration, the office of Suffragan Bishop was established in the P.A.W.
